My start menu has relocated itself to the upper left hand corner.  I'm familiar with the normal drag and release solution, but this doesn't  work.  I can move the right side border farther to the right (extending up to half of the screen) but I can't get it to move up or down.  Any ideas?

I presume you are referring to the task bar, not the menu you get when you click on Start (aka Start Menu)...

Perhaps your taskbar is locked? Unlock it by right-clicking on a blank part of the taskbar, and unselecting "Lock the Taskbar". Then scale your taskbar to be only one line high. Then try to move the taskbar to another edge of the screen with click-and-drag (be sure to click on an unused part of the bar, and not on one of the running program placeholders).

I'm on XP - -

I just put my mouse pointer in the grey box and hold button one down and drag the box where I want it. It will go to any side, top or bottom, Then I release the button. There it stays.

I normally don't do that because I'm used to having it at the bottom.

If it's doing anything else, I can't help you. Never had the problem
